East Foxley Sewer

You will recall the report from The Chairman of Foxley Parish Council in the last issue of the Reeves Tale, about the ongoing Parish struggle to get a proper sewer in The Street and requesting that any parishioner who witnesses a manhole cover up (mainly the one nearest the pumping station) and sewerage in the street, that they complain to the Water Authority.

Please could I ask anyone who makes a complaint that you obtain a log number from Anglian Water and provide me with this information.

Just a reminder the number to call to log a complaint is 0800145145 & press option 1.

Thank you

Bags are regularly put through your letter box asking for clothing. Some of these are not from genuine charities and, in some cases, very little of the money raised goes to the cause advertised. Around mid November, a blue bag will be put through your door.  Please fill it with any clothes, curtains, bedding, soft toys, shoes, belts, handbags that you no longer need to raise money for BAG and Project Bawdeswell. BAWDESWELL PARISH COUNCIL

DIGEST OF THE PARISH COUNCIL MEETING HELD ON 12 OCTOBER 2009

Present: Councillors Shannon, Mason, Beane, Cockburn, Kirby, Lilwall and Mallen, Mr G Bambridge (District Councillor), C Boer and 3 parishioners.

Ongoing Issues from Previous Meetings

Adams Pit:  Breckland District Council has advised that before refurbishment work can commence, we need a wildlife survey by The Norfolk Wildlife Trust to ascertain if Adams Pit is a habitat for great crested newts.  This should be complete within the next 2-3 weeks, and then, once the Pit Trustees have cleared the necessary expenditure, a drain and bund, topped by local hedging, will be created on the western side of the Pit.  Meanwhile, pending the outcome of the wildlife survey, the tree surgery around Adams Pit has had to be suspended.  The Parish Council would, however, like to thank the local resident for all his hard work so far in clearing the western side of the Pit and his generosity doing this vital work free of charge.  We are now seeking 3 or 4 volunteers to help burn the detritus from the tree surgery so far; so if anyone can spare a few hours one afternoon to help with this please contact the Clerk.

Possible Provision of Allotments:  The Parish Council invites those parishioners interested in allotments to attend a meeting on Thursday 12th November at 7.45pm in the Village Hall.  Karen Kenny, the Eastern Region Representative from the National Society of Allotment and Leisure Gardens, will give a presentation about modern allotments, what a community resource they are, and how to go about managing them.  It is important that parishioners show interest in this meeting if we are to progress with the possible provision of allotments.  Please register your planned attendance with the Clerk.

Planning

PA 3PL/2009/0048F: There is nothing to add on the ongoing appeal against the refusal of a planning application to subdivide the 4-bed house adjacent to the village shop to 3 x 2-bed dwellings.  We will be warned of the date of the site meeting by the Inspector dealing with this appeal, but no further representation can be made by the interested parties at that meeting.

PA 3PL/2007/0495/F:  Breckland Council has confirmed that Martin McColl Limited has been served with a breach of planning conditions, related to the unauthorized installation of compressors, motors and chiller units located at the rear of the village shop premises.

Any Other Business of Interest to Parishioners

New Bus Stops  NCC has advised that two additional bus stops will be sited in Bawdeswell, close to the church.  In response, the Parish Council has welcomed the prospect of easier access to and from buses servicing the needs of the village, but has warned that the sites chosen for the stops are not the safest or most suitable because of narrow pavements opposite the church, and the need for free parking and access to the church.  The Parish Council has asked NCC to reconsider the siting of the bus stops and/or the creation of wider pavements to permit safe access to and from the bus, plus bus stop poles positioned on the inner side of the pavements to help prevent pump accidents to pedestrians.

Broken Glass Around the Recycling Bins:  Concerns have been expressed about the

vast quantity of broken glass around the recycling bins.  In recent months it has become

apparent that the bins are being used more frequently, and the Parish Council would therefore like to thank parishioners for taking the time and effort to recycle their bottles; your efforts provide useful revenue for worthwhile community projects in within the village.  However, would parishioners please report when the bins are full to the Clerk so arrangements can be made to get them emptied as soon as possible; so reducing the broken glass hazard in the area.  Would all parents also please remind their children that for their own safety they should not play around the recycling bins.

Village Handyman:  The Parish Council is pleased to announce that a resident from Bawdeswell has now been appointed as the new Village Handyman.

The date of next meeting is: Monday 2nd November 2009 at 7.45pm

The Chairman and Clerk will be available in the Village Hall from 7.15pm on 2nd November to hear any personal representations from villagers.

PROJECT BAWDESWELL

The very exciting and big news is that we can confirm that mainly due to the persistence of Fel Roberts we have secured a grant of £25,000 to improve the play area.  The final design will be decided at the end of October.  We expect the work to start at the beginning of January and be finished by the end of it.  Many, many thanks to Fel and everyone involved who has helped us get this far.

Having consulted with the children of the village, it is apparent that this grant (although it will make a big difference) will not fully cover all the ideas raised.  In 2010 it would be great to have regular fundraising events – run by the children – to raise even more, specifically for the play area.  If you are aged between 8 and 18 and would like to be involved directly in enhancing the play area and recreation ground in any way, please contact Fel 688876 with your thoughts and ideas; the first event is hoped to be a SUNDAY BREAKFAST MORNING at the village hall.

The new Governance structure necessary to take advantage of the charitable status already held by the Village Hall has also now been agreed upon so fund raising can begin in earnest.

The BAG group is, as always, being very pro active with plans for half term and for another film night.  Everyone who enjoyed the Mama Mia evening will want to put 30 January 2010 in their diaries to see the sing-along version of Grease.

Project meetings are normally held at the Village Hall at 10am on the last Saturday of each month (except December). All are welcome to attend.

Bridge Club

The JayCee Bridge Club has now been running for a couple of months, having been formed for people who have recently learned to play bridge, those who want to brush up rusty skills and others who just want to take the opportunity to play bridge in an informal atmosphere. The intention is that it will provide a venue where people can continually improve their skills and at the same time have an enjoyable and friendly game. More experienced players are generous with their time and patience!

We meet on alternate Wednesday evenings and Friday afternoons. As winter approaches and the nights are drawing in, we recognise that it may be necessary to review the viability of Wednesday evenings, but we would still aim to meet at least once a week.

November dates are: Wednesday 4th & 18th at 7.15 for 7.30 and Friday  13th & 27th at  2.30. On Fridays, we have a break for refreshments. Entry fee is £2.00 for either day.

If you think that this might appeal to you, please do come along and see if it’s for you!

Call Roger Fryatt on 01362 688627 for more information.

BAWDESWELL BOOK CLUB

Last month's book was  "The White Tiger" by Aravind Adiga.

I thoroughly enjoyed this book which deservedly won the author The Man Booker Prize 2008.

Told in the first person of Belram, a.k.a. The White Tiger, this is a fascinating and shocking insight into modern day India.  It charts the gradual and devious progress of Belram from the son of a poor Rickshaw Puller in a small village to achieving his dream of owning his own business the city of Delhi.  Throughout the book there are references to a crime which is only fully revealed towards the end and leaves you wondering whether to condone it!    I found his style of prose and characterisations of people from all stratas of society captivating.

Our choice for next Month is "The Boy in the Striped Pyjamas" by John Boyne

We meet at 8 pm in the Old Workhouse Bar  on the first Thursday of each month and welcome new members.  KM

BECK  W. I.

The meeting on October 12th was well attended and our guest speaker was PhilipWalker who is the Bee Keeper at Pensthorpe Nature Reserve. Philip’s talk and slide show on the life and function of the honey bee was fascinating and informative.  He explained the importance of pollination, and how the demise of the honey bee threatens the production of soft and hard fruits and varieties of beans.

Interesting facts – the Queen bee produces 2,000 eggs per day ~ 60 to 70,000 make up a colony with a six week turnover. The bee travels at 15 mph and covers a three mile radius during its search for pollen and nectar. Philip also explained that weak and unhealthy bees can be destroyed by wasps and that they need careful feeding and a steady temperature during winter. Quite a complex subject.

We hope to see you on November 9th when it will be our Annual Meeting and we elect our committee.  Our speaker is Margaret Sewell, who will talk about Character Cats.

As it is our annual meeting, this is a good time to find out about the W.I.   Monday November 9th – 7.30 p.m. at the Old School Room, Sparham.

Norfolk Wildlife Trust Launch New Wildlife Survey

Have you seen any of these species in Norfolk?

Barn owl , brown hare, grey partridge, harvest mouse.

Our countryside is not only an important area for food production, but also an important home for some of Norfolk’s most charismatic wildlife. Marshes and meadows provide hunting grounds for barn owls; arable fields, cover for young hares and coveys of grey partridges; hedgerows and field margins, feeding sites for tiny harvest mice – Norfolk has some amazing and special wildlife.

Norfolk Wildlife Trust and Norfolk Biodiversity Information Service are asking for your help in recording these four species. Join in the survey, learn more about Norfolk’s wildlife and help us secure a future for these animals.

When you have spotted one of the four animals above in Norfolk visit www.norfolkwildlifetrust.org.uk/naturalconnections and add your sighting online.  Alternatively phone NWT on 01603 598333 and request a survey card.

Wensum Valley Birdwatching Society

Talk:  ‘Birds and wildlife on the RSPB Broads Reserves’. They come from far and wide to Weston Longville Village Hall on the third Thursday of the month to hear the Wensum Valley Birdwatching Society’s monthly talk. Over 60 people managed to get a seat to hear Ian Robinson (RSPB) talk about the RSPB Broads reserves. In a wide ranging talk Ian spoke about the enormous amount of work that goes into the management of these reserves. Work includes restoring reedbeds for breeding bitterns, removing scrub and invasive plants, the use of cattle grazing to create sward levels, the control of water levels, the management of wet grassland, woodland, ponds and ditches.  Success is measured by the large numbers of breeding waders and a wide variety of wildlife including otters and the swallowtail butterfly.

Particular reference was made to Sutton fen, RSPB’s 200th reserve, acquired in 2006  and described by Ian ‘as the most amazing reserve I have ever worked in’. He can be heard walking and describing this fen (with a bittern booming in the background) on the BBC radio 4 programme Open Country on the BBC website www.bbc.co.uk/radio4/factual/opencountry_20070526.shtml. Ian also paid tribute to the work of the many volunteers, an essential part of the RSPB, without whose help the work would be greatly diminished.

The talk finished with a few pictures of lesser known broads visitors, including the penduline tit, red footed falcon, night heron, whiskered tern and glaucous gull, to test our expert members, who passed with flying colours.

November diary dates: On Thursday 19th Peter Lack of the BTO will talk about going ‘On Foot in Rwanda and Zambia’ Start at 7.30pm at Weston Longville Village Hall. Our talks are open to all. We have a field trip to West Norfolk on Saturday 28th November. All are welcome, small charge to non-members and always a few pairs of binoculars available.

Web Page: Please note there is a slight change of address to our newly improved web page, it can now be found at  www.wvbs.org.uk .

The Diocese asks for LESS

After many years of asking parishes to pay more and more, for 2010 the amount requested for the Parish Share is actually lower than it was for 2009.  This is in direct response to the comments that have been coming in over the last few years.

Parishes have been saying “We can’t keep up with these increases indefinitely – the Diocese needs to look at what we can afford, not just what we’d like to spend.”  Parishes have also asked “How come, if there is a shortfall in Parish Share each year, the books still balance?  Please ask for what you need and stop playing games.”

The new Diocesan Financial Strategy aims to keep increases in Parish Share to around 2% per year over the next 5 years.  But it can only do this by planning for clergy stipendiary numbers to fall by 15 to 184 by 2013.  This is a significant decrease and there will need to be a review of how those clergy are deployed which is likely to involve some very hard choices over the next few years.

And for 2010, the Budget has been worked out without any hidden “cushions” in the figures, so that, if there is a Parish Share shortfall, it will come straight through to the bottom line.

The result is, for nearly all parishes in Sparham Deanery, a reduction or only a small increase in 2010.  The hope is that all parishes will now be able to pay in full, so that asking for less results in receiving more towards the essential costs of providing ministry in our parishes.  Parish Share is not an arbitrary tax on parishes – it is our contribution to the costs which are incurred collectively and it is our individual and collective responsibility to make sure that those costs are met.

Foxley St.Thomas

We have been quite busy at Foxley Church lately, which is good news !

On 26th. September we welcomed little Esme Rose Smith for her Baptism into the Christian Family, accompanied by her parents Mark and Marina, brother and sister Jack and Georgia and their happy group of relations and friends. A joyful occasion and an impressively well-behaved baby!

On the 4th. of October we had another occasion to celebrate  - Harvest Thanksgiving. TheFlower Ladies did wonders as usual and the dear old church glowed with autumn colour and a wonderful collection of vegetables, fruit, jam and other edibles were received  by the Rector and displayed before the altar, on which stood a Harvest Loaf in the shape of a sheaf of wheat, expertly made and donated by Mr. Ollie, the baker from N. Elmham.

Since then we have also welcomed friends from the whole benefice for a modern “One More Step” service. We contemplated the deeper meaning of “doing good” – a complicated question regarding our real motives and intentions. The Rector led the service, John Fletcher was, as ever, at the organ and afterwards we enjoyed our coffee and home made biscuits.

Churchwarden, John Harvey, would like to thank all thirty people who kindly sponsored his Norfolk Churches Trust cycle ride, visiting twenty churches. The sum raised was £470, before the NCT collect the Gift Aided element.

Children’ Society Coffee Morning, Foxley Lodge,Weds. 2nd. December at 10-00 am.

All Saints Church Bawdeswell

Annual Sponsored Cycle Ride in aid of the Norfolk Church’s Trust.

Congratulations to Ken Ewing and William Mason who rode in support of Bawdeswell and visited 29 churches on their bicycles in one day, raising £651 in sponsorship for the Norfolk Church’s Trust, half of which will benefit Bawdeswell Church.

John Harvey did very well cycling for Foxley.  See St Thomas report.

Thank you all who sponsored them this year.  It turned out to be a record effort.

At the GiG service on October 18th we celebrated  the Harvest.  David Head led the popular family orientated service on this occasion.  Thank you all who brought gifts of produce which we passed on to the senior citizens of the village afterwards.

Confirmation   Two Bishops, the Choir and a church full of supporters made for a joyful occasion on the evening of 15 October.  There were candidates from Bawdeswell, Lyng and Reepham. Our thanks to the choir for their support.  RT

From the Rector

Dear Everybody, hello again,

I only read and watch the news, I don’t know the whole truth about the war in Afghanistan.  But it does seem to be a lot tougher even than the conflict in Iraq.  Weekly we hear of the death of British Army personnel.  They have a courage that I know I don’t possess myself.

I’ve got so used to safety.  I’ve never been at those places on British soil when bombs have gone off, though once the windows did rattle.  The fact that warfare has been going on in a small, underhand way in Britain seems to justify taking the war to wherever the terrorists came from.  As if one were putting the war back where it belonged.  We do not know, though sometimes we hope, that it makes us safer.

Recently, President Obama received the Nobel Peace Prize.  Some of his detractors said: “What has he done?  He’s achieved nothing.  He’s been President for less than a year, and it’s all talk.”  The Nobel committee said: “Yes, but he has changed the talk.  People understand that he aspires to bring peace and freedom, not control by his country.”

One of the things that people fought for in the second world war, and that lies behind the war against the Taleban, is the desire not to have other people imposing control on you; to be free.  What many people seem to fear, whether by war or cold war, immigration or revolution, is those groups that wish to change the way we are, against our will.

But then, so do others want to choose who and what controls them.  I shouldn’t wish my freedom to be bought at the price of someone else’s enslavement, my safety to be bought at the price of their danger.  Christians ought – though we find it hard enough – to absorb pain rather than passing it on.  And I think we all make peace more likely, the more we long for the freedoms and safety of others; of all.

This Remembrance Day, remember those who died, and those who still suffer, for our safety and freedoms.  And think how you can join in the spiritual effort (call it spiritual warfare if you wish) to bring peace.

God bless you.         David Head
