FOXLEY ANNUAL PARISH MEETING

Minutes of the Annual Parish Meeting held on 12thMay 2005 at 7.30pm in the village hall.

Apologies Mrs.Meg.White, Clerk

Present  Messrs.J Harvey, N.Mears, A Westfield, Mrs.R.Waller, Mrs.I.Floering Blackman(CC),Mr.G.Bambridge(DC) and 8 parishioners.

Minutes The minutes of the previous meeting on 12 May 2004 were read and adopted as a true record. There were no matters arising.

Open Discussion  The siting of the village seat at the end  of Chapel Road was discussed. It has become a meeting point for young people (which most thought was a good thing ), but, occasionally the noise (and the litter left) have been excessive. This has led to complaints and a request for the seat to be moved: while this was put as a proposition to the meeting there was no seconder. It was not felt that our Foxley young people are to blame for the late sessions, but a close eye will be kept so that ALL may enjoy life in Foxley by acting responsibly for the benefit of the community. Meeting closed at 7.50pm.

 

FOXLEY ANNUAL PARISH COUNCIL MEETING

Minutes of the Annual Parish Council Meeting followed the above, with the same persons present.

Election of Officers: Chairman Mr J Harvey proposed by NM seconded RW. Vice Chairman Mr. N Mears seconded by AW. NM reminded us that there is still a vacancy to be filled on the Parish Council – someone please come forward!

Minutes of the previous meeting of 12th May2004 were read and adopted as a true record.

Matters Arising None

Chairman’s Report Five meetings were held during the year. Average parishioner attendance-9

7 Planning Applications were considered. The re-siting and construction of a new bus shelter had to be abandoned when Highways plans were overturned by senior management; leaving little alternative to repairing what we have, yet again.

Security at Foxley Wood/highways/drainage/verges/trees and litter were all frequent agenda items. There was the usual mass of correspondence to deal with. All of which leads the Chairman to thanking most warmly:- our Clerk, Meg White (and wishing her a speedy recovery); our very attentive County and District Cllrs; our Parish Cllrs; our Parishioners who turn out in all weathers to come and finally Messrs, Westfield and McColville for their kind services in refurbishing the War Memorial and seat in time for Remembrance. The report closed with a call for greater support from those who value village life, but expect others to carry the work!

Financial Report The Precept was the main item in Income, totalling £3547. Total Payments were £2309 leaving a surplus of £1238 to add to the opening balance of £1689, making the year end balance at the bank on the Community A/C £2927. The Premium A/C received interest only of £4 taking the balance to £447 at year end. A transfer will be made. Full accounts available upon request.

Village Hall Committee Report This was received from Mrs.Ruth Whitmore, Chairman , recalling the celebrations last June, when 75 residents and friends marked the refurbishment of the hall with a meal and opening ceremony. The next major project is the extension to the rear of the hall, soon to start. Then there are several minor projects putting the building in the best possible order to facilitate a wide range of activities, which include :- short mat bowling, computer and art classes, social club, yoga & extend exercises and  new age curling! The last is very well attended by the youth of the village. The hall has been used for several private functions as well.

Proposed fund raising events are – Gardens Open Day 19th June, Hog Roast 20th August, Race Evening & Supper 14th.October and Buy-a Brick Scheme launching in June.

This report was received with the greatest acclaim and hearty congratulations to the Committee and some hard working helpers. The meeting closed at 8.15 pm.

 

FOXLEY PARISH COUNCIL

Apology and attendance As before.

Minutes  The minutes of the meeting on 24th February 2005 were read and accepted as a true record, with the one amendment that it was Mr.Howell (not Mr.Davis)who said  he would see that his men cleared mud from the road when vehicles left his fields in future.

Matters Arising The absence of any satisfactory response from Anglian Water to improving the woefully inadequate drain (renamed a sewer) in The Street, was again discussed. Kindly, both the County & District Cllrs agreed to help the Parish keep the matter firmly on the agenda with letters and pressure until we see some action. Lawrence Place’s poor drainage was also receiving attention from GB, though his calls were not getting returned- his efforts will continue via Breckland. The Environment Agency should be born in mind too, as another avenue to pursue Homewatch sign being followed up by NM; Also, the bus shelter repairs.

 Litter clearance was being monitored by GB and any serious deterioration should be reported to him following the start of new contractors (Serco), being used from the beginning of April.

Correspondence Foxley Wood Open Day is on 5th June 11 am to 4 pm.

Future Planning for Foxley. Much discussion as submission needed by 31st May. Decision to follow the feedback obtained at the special village meeting on this subject 13 months ago. i.e. with such a lack of facilities/infrastructure/local employment opportunity, Foxley is not the place for new housing on any scale. It was agreed to write accordingly.

Insurance Policy due for renewal next month at the substantially higher figure of £567. It was agreed this be paid, but only if we are too late to join in a cheaper “blanket scheme” run for smaller villages: clerk to contact NAPTC for information.

Davis - Church Farm Barns (0151F) Replacement 2 dwellings

Davis- Church farm Barns (0546/0) Objection – outside settlement boundary

Davis -Moor Farm, Pool etc.- decision awaited.

Finance See Annual Report and add £1000 precept received 11thApril. Pay budgeted grants &

subscriptions.
