FOXLEY PARISH COUNCIL  
Extracts from the meeting on Thursday 2 December  2004 at 7.30 in the village hall.

Present: Mr J Harvey, Mr N Mears, , Mrs R Waller, Mr Adrian Westfield, 
Mrs Floering Blackman, and the Clerk and 14 members of the public.

Apologies: Mr G Bambridge

Minutes: The minutes of the last meeting accepted and signed.

Matters arising: Norfolk Wildlife Trust. They hoped that the new barrier would be installed before Christmas 04.
Peran Wisa - The parking had been resolved.
Village Sign - Thanks to Adrian Westfield and Mr McColville for their timely maintenance to the War Memorial. The sign is actually in need of replacement and everyone was asked to look for a friendly woodcarver who might do the job.
AWA - letter to them had not been answered. It was agreed to wait for reply before planning further action.
Homewatch sign -still not in place. The Vice Chairman would organise. Tree Cutting - Highways Engineer to be contacted to discuss continuous maintenance. Mrs Floering Blackman will also check on our behalf.
Correspondence: The Chairman will contact NCPTCA regarding the necessity for Quality Council qualifications.
Route of new N Bypass around Norwich. Mrs Floering Blackman explained the options, council will deliberate individually.
Wind Farm at Guestwick -There was much discussion from members of the public and the council. 5 voted for the Windfarm, 10 were against with 1 abstention.
Village Hall Extension : A strong discussion followed letters of appeal to the Parish Council for extra funding to help build a much needed extension to the Village Hall. The Vice Chairman declared his interest and offered to leave as he could be a key figure in building the extension. The Chairman thanked him but asked him to stay to answer technical questions about the building. The VHC needed a donation from the PC . It is important that the PC support the VHC in this way in order to receive a grant and Mrs Floering Blackman would check with RCC re grant possibilities.  Finally it was agreed to give a one off payment of £500  to the VHC and to support them in their bid for grants.

Planning Applications: None

Report on Bus Shelter: No further progress was able to be made at this time as it had been agreed by Highways, Transport etc that lay byes must be constructed before the new bus shelter can be installed and as there is no present funding, the status quo must remain. The Vice Chairman would organise repairs to the existing shelter.

Finance: The financial report was circularised, explained and accepted.
Budget 05/06 : The Clerk had prepared a budget with slight increases on items to take into consideration inflation. It was agreed to give a donation of £25 to NWT in addition to the usual ones. The proposed precept for 05/06 was set at £2300.

BAWDESWELL PARISH COUNCIL – EXTRACTS OF MEETING HELD ON MONDAY 6TH DECEMBER 2004 AT 7.30pm IN THE VILLAGE HALL

PRESENT:  Councillor’s Hind, Mallen, Lillwall, Swain and Wallace
Mr. G. Bambridge    6 parishioners
APOLOGIES:  Councillor McColville.  Mrs Floering Blackman
MATTERS ARISING;
- Mr. David Cockburn has been co-opted onto the Parish Council
PLANNING
- Bawdeswell Garden Centre - new growing tunnel – no objections
-  6 Wind Turbines, Skitfield Road , Guestwick – Broadland sent this PA for consultation purposes – Councillors against this PA on aesthetic grounds, safety in surrounding areas and danger for low flying aircraft.
- Breckland intend to offer for sale land in front of Folland Court to Registered Social Landlords for affordable housing.  Councillors totally against sale of this land as it is felt that enough houses have been built or are being built in Village -  extra housing will cause problems with infrastructure.  Entrances and exits onto The Street will cause dangerous traffic problems.  Infilling in The Street will effectively cut Folland Court (sheltered housing) off from the Village centre.
- Breckland state that as from January 2005 a more detailed response will be sent to PC explaining why PA’s have been determined contrary to Councils views.

PRECEPT – Clerk had circulated list of financial details for year 2005/06 to all Councillors before meeting – these were fully discussed.  PRECEPT TO BE SET AT £7,500 to include
Money for Village Hall maintenance.  Clerk and Handyman’s salaries.  Subscription/donations.   Cost of one new dog and one new sand/grit bins.  Insurance costs.  £100 also included for Bawdeswell Heath Public Liability insurance.  Grass cutting Recreation Field and grass cutting and maintenance of Closed Churchyard.
- Auditors Report for year 2003/04 signed OK.
- - New Account to be set up for Village Hall Development Project with £1,000.
(£500 from Village Hall Current account and £500 Premium Bond held in Village Hall name to be cashed and money put into new account).
- New Licensing Act comes into force February 2005 – New Public Entertainment Licence needed.
