- Summary of minutes of the meeting held on Tuesday Oct 1st at 7.30
2002 at the village hall.

Minutes
: The minutes of the last meeting on Tuesday July 2nd 2002 had been
previously circulated and were accepted and signed as a true record of
the proceedings.
Matters
Arising: 6A 4 Bus Shelter Investigation of grants will
continue, as information so far received would leave a considerable shortfall.
Traffic Matters A1067
No official notification had been received about the implementation of
the 50mph.
6B 8d Village Appraisal
The questionnaire ‘Focus on Foxley’ has been completed and will be ready
to be distributed in early October.
Correspondence
a) Community Waste Advisor.
Mr. Peter Cockburn has been appointed to the post to help Breckland Council
with the new recycling scheme. He will be speaking at the Elsing Parish
Council meeting on Monday November 11th at 7.30 in the Village Hall. All
local people are welcome to attend.
b) A letter had been received
from the Bawdeswell Heath Trust to ask if the Council would provide a bin
for dog droppings at the end of the lane leading from the car park on the
Bawdeswell/Billingford Rd. A decision will be made when information on
costing and emptying has been established. When the 20mph is implemented
the providing of bins will become mandatory in the village.
c) Mobile Police. PC Christopher
Howes has been appointed to the Western Mobile Police Station as a full
time Police Officer. He is not a replacement for the parish liaison officer
but an addition so that the service can be improved. Times for the visits
of the Mobile Vehicle are November 21st and December 19th from 9.30 to
12pm by the Village Hall.
d) Breckland Air Quality
Control. Air quality is reported as good for the area. The next review
is December 2003. A copy of the report is available from Zanda Waterford

e) DEFRA Parish Councils
& Planning. In the new streamlining of planning arrangements parish
councils will not lose their right to be consulted.
f) Norfolk County Council.
They are concerned that pupils over 16 who are eligible for transport are
not applying. A poster was displayed but if any information is required
ring 01603 223800.
g) Document on the Freedom
of Information Act. Discussion was deferred until the next meeting until
Councilors have had time to read the document.
